<span style="font-size: large;">The main theme of my writing is that every citizen should be entitled to a life sustaining dividend from their Common Share of the Nations resources. I still believe that </span><span style="font-size: large;">Capitalism is the best economic system for America, as long as we preserve the democratic form of Government . But we must not allow the power and corrupting force of the Love of Money to destroy our concern for the well being of all our citizens.</span><br />

<span style="font-size: large;">We must make it possible for the least capable among us to contribute all that they can and will to produce goods and services to the whole. We must require the most capable among us to share a greater burden while reaping a greater reward in return for what they do in exploiting the resources of the Nation.</span><br />

<span style="font-size: large;">Their is never a moral reason to abandon any individual along the highway of life to death, while others living on that highway reward themselves with more and bigger homes and more and faster cars. While it is true that some are entitled to greater reward for greater achievement, others gain wealth from the privilege of ownership of productive resources. The commonwealth derived from these resources belong to all the people equally. A portion of these resources can provide the essentials of life [food, shelter, medical care, education] in equal amount to each & every citizen. There is no reason why our society cannot be both cooperative at the <span style="background-color: white;">survival</span> level and competitive at the reward level.</span><br />

The score keeper always has enough points to score the game. As long as a Nation protects its Sovereign power to create its own currency there can never be a shortage unless a shortage is deliberately created to cause Deflation and Depression to benefit the hoarders of monetary capital. That is exactly what happened in the Bank co</span><span class="text_exposed_show" style="background-color: white; display: inline; font-family: "arial" , "helvetica" , sans-serif; font-size: large;">llapse and that is exactly what the Radical Republicans are doing in their drive to impose austerity on Working People. They sure as hell are not asking for Sacrifice from the Wealthy. Their is less money in circulation now than at the beginning of the Great Recession.<br /><br />There can be a shortage of labor that forces up wages in good times. The GDP bean counters would call that inflation. There can be stressed productive capacity in Good times that will inflate the price of goods and be call inflation. That too happens in Good times. There can be a shortages in resources that will push up prices in good times.<br /><br />But notice that the key is that general high inflation occurs in good times when the shortages is in the ability to produce goods & services. Inflation is the result of shortage of everything except money. Austerity in times of high unemployment [excess labor] and excess productive capacity [idle factories& productive capital] is sheer insanity and no School of Economic Theory will change the facts that things will get worse - not better when you start laying people off.<br /><br />When people are not working and roads are falling apart and bridges are falling down it is time that the Nation's Money Creating Score Keeper makes more money to put people to work. When we have a failing educational system and teachers are being laid off, it is time to create money and put them to work. When the nation is falling into third world dilapidation, it is time to make the money and restore our march into the Future. Money creation in time of need is not the problem. Money destruction to feed the Greed is the problem. It would be interesting to live in a Society in which all Goods & Services were distributed equally. Unfortunately, that is contrary to the Nature of Man. Even in our Prison Systems where things are most heavily controlled and every prisoner is suppose to have the same food, The same clothes, the same shelter, and medical care and all other thing provided by the system, there is no equality. Some prisoners live very well with virtual freedom and most others are just Bitches. <br /><br />Inequality is derived from the desire to compete for prize of power and the perks that accompany it. Even in a system design to be oppressive [but with equality] there are "some who are more equal than others". There are also those who cooperate voluntarily to achieve a form of sharing with each other, because that too is in the nature of man. I would like to live in a world of equality but know that we can at best just approach that. Not even in a "Benevolent" Dictatorship is there a way to eliminate the desire of individual to compete for exceptional-ism [a Superior difference].<br /><br />My hope is not to change the Nature of Man, but to modify it in ways that protect the lives of the many. If all men have sufficient food, adequate shelter, basic medical care, and the opportunity to acquire the maximum skills of his abilities, then all men would have the Freedom to say No to the oppressor who would withhold the basic elements of survival [food, shelter.....]. Only then would the Oppressor lack the power to force others to labor to the advantage of the oppressor. The most basic Freedom is Freedom from Desperation. Only then is there "Life, Liberty, and the pursuit of Happiness" available to the Common Person.</span><br />

In every race, There is one who comes in first and one who comes in last and the remainder follow a bell curve in finishing. But there can be no race if only one person is running. The point of this post is to make it clear that success is not the prize of everyone who works hard to be a winner. That is the nature of competition. The prize does not go to those who try but fall short. <br /><br />There is another side to people who belong to the human community. It is cooperation. There are no winners or losers or personal trophies.There is just mutual sharing. Almost no single person is all one or the other. Both are useful attributes in the preservation of life. Both have a place in producing those things that are needed as essentials and those things that are exceptional and furnish the rewards for creating the competition that leads to efficient productive effort.<br /><br />There are many stories of achievement by people who start from nearly impossible conditions. There are far more stories of people with "silver spoons" who achieved great personal success. The overwhelming number of stories I know is about failure to achieve by those who worked as hard or harder than you and I and still never rose to any level of success. <br /><br />The simple fact is that where one starts in the competition of life has a much higher correlation to where one finishes the Race than does how hard you work. The story of Rags to Riches is the exception that proves the rule of the advantage of privilege over poverty in the competition for exceptional-ism . <br /><br />That is why I am a progressive. I believe that Society has an obligation to every single individual to give them the essentials of life [food, shelter, medical care and all the skills the individual is willing and able to learn] that are necessary for a level playing field. That is where the cooperative nature of man becomes essential to the purpose of Community. <br /><br />The business of Life is not exceptional-ism. Exceptional-ism is a tool to achieve efficiency in the task of Society preserving the opportunity of protecting each and every life. This is the reason that we live and cooperate in communities. It is the reason we institute Governance to compel all member of our community to do their fair share of providing for the needs of the Commonshare. Too often achievers prefer to expand their gratification of the competitive need of exceptional reward and defend greed by calling it personal freedom . </span><br />

It is knowing you have teachers to equip you with skills to achieve according to your best abilities. Only democratic governance of sufficient size and strength to protect you right to share the essential of life that have their source in the Commonshare of land, air and water can give you true freedom. Then I figured out that the engine burned hydrogen and the product was water. The oil companies did not need to hide the water engine. They want you to believe that the economic engine will not run without their fuel [money]. They want you to pay them profit for their fuel. Money is not a thing. It is a process. Money is the bringing together of Hydrogen [Labor] and oxygen [raw material] in the engine [economy] and producing a product [good & service]. Money is nothing more than ignition.</span><br />Then when the product is made by those who run the productive capacity machine, it then serves as the gatekeeper for the transfer of those Goods & Service. The Consumer of the product uses money to have the ownership of the product transferred to him. That money is then held in a bank account to be used at a later time by the producer of Goods & Service to produce more product. Money is not a real thing. It is a contractual agreement for the transfer of goods & service over time. <span style="font-size: x-large;">Furnishing food for everyone in the world is already technologically possible. It would only take a small % of the available labor to accomplish that. The problem is distribution. If the goal of the distributors is to maximize profit, then many people will be left by the wayside. </span><br />

<span style="font-size: x-large;">A great many people don't have money to buy on the market. They can't get money by working if there is no work available. They can't create local growing with their personal labor without the money to sustain their labor to harvest. So the problem is having money to create local distribution of both food and labor. </span><br />

<span style="font-size: x-large;">So the solution is two fold. The first involves growing money. Every Sovereign Nation has the power to create money, and bypass International Debt. Every Nation has the power to create an effective tax system that will make their money valuable to pay taxes. A Sovereign Nation can create a low or no-interest loan program with Government grown money to create local production of the essentials of life.</span><br />

<span style="font-size: x-large;">The second step is to use the home grown money to build home grown infrastructure and local distribution systems, not only for food but for clothes and shelter and teaching basic skills. </span><br />

<span style="font-size: x-large;">The biggest fault in the modern world is the belief that money only comes from Banks and must cost interest that the poor person cannot pay even if the banker were willing to loan. The truth is that money is the right of Sovereign nations to create for themselves and distribute that money virtually free of charge into projects that create independence of the people to sustain themselves without being wage-slaves to the Corporate Masters of the World.</span><br />

<span style="font-size: x-large;">Of course none of this is new. It is in fact becoming a world movement of DIY greening of a sustainable world. It is difficult in many places because the only money resource is charity and that is simply a very limited supply of change. </span><br />

The circulation of a medium of exchange issued and backed by the government can be properly regulated and redundancy of issue avoided by withdrawing from circulation such amounts as may be necessary by taxation, re-deposit and otherwise. When the newly free Colonies called for a convention that ended up writing a Constitution for a new Government, we alread had a Government. It operated under the Articles of Confederation. Why did we decide we need a new Government.<br />

The Colonies were acting like 13 Nations and were constantly fighting. We had just created a new Europe. And most of the countries of old Europe were stronger than us. We need to work together or end up as colonies again. We needed to "form a more perfect union.".</span></span></span><br />
<span style="background-color: white;"><span style="font-family: "georgia" , "times" , serif; font-size: medium;"><span style="line-height: 21px;"><br /></span></span></span>
<span style="background-color: white;"><span style="font-family: "georgia" , "times" , serif; font-size: medium;"><span style="line-height: 21px;">We need to be sure that everyone was treating everyone else with fairness. We need to be sure that people and the laws of one state were treated with respect in each of the other states. We needed to "establish justice".</span></span></span><br />

<span style="background-color: white;"><span style="font-family: "georgia" , "times" , serif; font-size: medium;"><span style="line-height: 21px;">We needed to be sure special interest groups did not take up violence against others with whom they had disagreements. We need to be sure that there was no armed resistance to law and order. We needed "insure domestic tranquility".</span></span></span><br />

<span style="background-color: white;"><span style="font-family: "georgia" , "times" , serif; font-size: medium;"><span style="line-height: 21px;">We also were in danger from outsiders who wanted to use our land for their purposes. We need to be aware of danger from the outside. We needed to "provide for the common defense".</span></span></span><br />
<span style="background-color: white;"><span style="font-family: "georgia" , "times" , serif; font-size: medium;"><span style="line-height: 21px;"><br /></span></span></span>
<span style="background-color: white;"><span style="font-family: "georgia" , "times" , serif; font-size: medium;"><span style="line-height: 21px;">We need to try to see that our citizens did not starve, or go homeless or suffer unduly in sickness or be unnecessarily ignorant. </span></span></span><span style="background-color: white; font-family: "georgia" , "times" , serif; line-height: 21px;">After all, in a democratic society the government is the institution of the people. We needed to "promote the general welfare".</span><br />
<span style="background-color: white; font-family: "georgia" , "times" , serif; line-height: 21px;"><br /></span>
<span style="background-color: white;"><span style="font-family: "georgia" , "times" , serif; font-size: medium;"><span style="line-height: 21px;">And lastly we need to have control over our individual lives and we need this freedom of choice to be guaranteed to our descendants. We needed to "secure the blessing of liberty to ourselves and our posterity.</span></span></span><br />
<span style="background-color: white; font-family: "georgia" , "times" , serif; line-height: 21px;"><br /></span>
<span style="background-color: white;"><span style="font-family: "georgia" , "times" , serif; font-size: medium;"><span style="line-height: 21px;">So this Convention proposed, voted on and wrote down the ways they thought we could best make these things happen. They call it the Constitution. After the appropriate number of free colonies voted to accept this document as our governing covenant the people had agreed to "ordain and establish this Constitution for the United States of America.</span></span></span><br />
<span style="background-color: white;"><span style="font-family: "georgia" , "times" , serif; font-size: medium;"><span style="line-height: 21px;"><br /></span></span></span>
<span style="background-color: white;"><span style="font-family: "georgia" , "times" , serif; font-size: medium;"><span style="line-height: 21px;">It has take more than 200 years and a bloody Civil War and a lot of other bloodshed to make us the Greatest Nation on Earth. There is a lot more to do to make it "Perfect" As long as the People make sure that it is their Government and working for their interest we still have a chance to secure the blessings of Liberty to our posterity. In the words of Abraham Lincoln it is up to us to make sure "</span></span></span><span style="background-color: white; font-family: sans-serif; line-height: 19px;"><span style="font-size: medium;">that government of the people, by the people, for the people, shall not perish from the earth." </span></span><br />

<span style="font-size: large;">Money does not exist as a thing. It is only an entry in a Bank account. If you have a Bank account that credits you with $100 and you ask them to give it to you, they can't. There is no real thing that is money.</span><br />
<span style="font-size: large;"><br /></span><br />
<span style="font-size: large;"> Instead They will give you a Federal Reserve Note and erase $100 from your account That means that now the Federal Reserve Bank owes you $100. The Note says that the Treasury of the United States has ordered that this Note </span><br />
<span style="font-size: large;">[Reserve Bank Debt|] can be used as Legal Tender to pay "for all Debts, public and private.</span><br />
<span style="font-size: large;"><br /></span><br />
<span style="font-size: large;">You then go to Big Box Market and buy some stuff. The Big Box Market says you owe them a $100. Since you don't have $100 you give Big Box Market the Federal Reserve Note. Now the Federal Reserve Bank owes the Big Box Market $100 Big Box Market takes the Federal Reserve Note to the Bank and the Bank puts it in their vault and credits the account of the Big Box Store with $100 in money.</span><br />
<span style="font-size: large;"><br /></span><br />
<span style="font-size: large;">The reason these notes exist is because their are people who do not want to move their money from their account to another by electronic transfer or by writing a person check that orders the Bank to do this. In stead they want to use a Universal IOU and that is what a Federal Reserve Note is. </span><br />
<span style="font-size: large;"><br /></span><br />
<span style="font-size: large;">The Banks buy them from the Federal Reserve Banks who bought them from the Treasury who printed them , just as Treasury make coins and sell them to the Federal Reserve Bank. The Fed pays face value for the Coins and the Government earns a profit. The Federal Reserve only pays cost of printing for the Notes and the Fed Banks make a profit when they sell them to Corporate Banks. The Corporate Banks use them as a service to customers.. It represents only a tiny fraction of the money that is written into the Banks Accounts.</span><br />
<span style="font-size: large;"><br /></span><br />
<span style="font-size: large;">The final question must be, why do people use them if the Banks can never give them Money. Remember, money does not exist as a thing. The reason is that Government has the constitutional right to create money. It also has the right to charge you taxes. If you owe the Government $100 in taxes, you cannot pay it with labor or chickens or corn or gold. You can only pay it with money.</span><br />
<span style="font-size: large;"><br /></span><br />
<span style="font-size: large;"> If you refuse to pay your taxes you will go to prison. If you don't want to go to prison you had better trade your labor or chickens or corn or gold for money. Only money has any value when you owe the government a tax debt. Now you know why all money is just a way to pay debt. Money = Debt</span><br />

<span style="font-size: large;">Our World does not have to be complex. We cannot live without machines, but they do not have to dominate our lives. We can make them serve our needs to live a simpler but a more permanently productive life. Machines can multiply our efforts without mastering our lives. Machines can help us build a Village. </span><br />

<span style="font-size: large;">The Village can nurture our sense of each other and the knowledge that we do not live alone. It will not replace the global world but it will give those who wish it the power to live with the world without being a slave in the world. <span style="font-size: large;">We do not tax to spend. We tax to be sure that those who gain profit from the Commons of the Nation pay an equitable share to the common people of the Nation. Common people are more than just wage slaves to the Wealthy.<br /><br />This is a post I received in a discussion group that I participate in.<br />I wanted to share it with you.<br /><br />Richard Tyson<br /><br />to public-banking<br /><br />There are a few things that are essential to existence. Land, food, water, air. Without just one of these no human can live. To be taxed on the use of any of these, when the usage is for basic survival, is antithetical to the most basic of human rights. Every person, has in theory, equal right to that which is essential for survival, ie a minimum usage of land, food, water, and air.<br /><br />When usage exceeds that which is essential then it is fair that those who enjoy excess are taxed. When an oil company drills they're doing it for profit at the expense of those who would rather enjoy a walk through unspoilt nature. One entity is taking away from the other and it would be only right for a certain level of compensation to occur. If they're paying from profits or paying a land tax, they're essentially paying because of their use of the land. At the basic level, it doesn't matter what the basis of the tax is, as long as compensation paid is equitable and results in benefit to all of society.<br /><br />As to taxing income being punitive. Grrrrrr. Tell me again how one person is worth millions times more than another? ( A garbage collector is probably more important than a doctor because he stops disease before it can occur) Again, there are minimum levels of income that are to be taken into account. A certain minimum allows one to barely survive, another level allows a modicum of comfort, another level is just plain greed. No one should should be taxed when they attain a modicum of comfort. Anything above that should be taxed until the "take home" pay is the same as the tax cut off limit. If the super wealthy were to pay land tax rather than income tax they would never come close to paying what they should. Far from being punitive, tax on excessive income is the right thing to do to even the standard of living for everyone.<br /><br />When this is done the incentive to speculate is removed and the result will be a far safer, more secure and happier society. Anything else results in the crap we currently experience.<br /><br />While we have the opportunity to gain at the expense of another no economic system can work in the best interests of all. Tax is one way of leveling the playing field, and how taxes are instituted are not nearly as important as who and in what amounts they come from and how they're distributed.</span></div>

<span style="font-size: large;">Here we are in the middle of an unemployment Depression and Radical Republicans and some semi- intelligent Democrats are telling us we must destroy Government Service to people because there is not enough money. They say we must stop borrowing because the interest will Bankrupt our Grandchildren. POPPYCOCK. </span><br />

<span style="font-size: large;">It is possible for the Treasury Department to borrow enough money from the Federal Reserve Banks at 0% interest to finance the entire National Debt. Only the Congress prevents this from happening by allowing only a special group of appointed Corporate Bankers to bid at the Primary Auction for Treasury Debt. </span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">The only role the Fed is allowed by law to play is to buy up debt on the secondary auction in order to control interest and money supply. But even in that role the Fed has keep interest rates at almost zero. and the Treasury debt it buys becomes interest free because the interest it Fed earns is returned to the Treasury as profit.</span><br />

<span style="font-size: large;">Now we know that money is unlimited and is scarce only because your friendly Wealthy elected Congressmen have made it scarce by law to aid their own <i style="font-weight: bold;">SPECIAL INTEREST. </i>the question becomes when is it possible to spend this unlimited money in a way that helps the purposes of the Nation and does no harm</span><br />

<span style="font-size: large;">The argument that is used most often is that if you spend this magic money it will cause inflation. When can you spend money without causing inflation? First you must understand what money does when you spend it. The Nation already has all the money it needs whenever need it.</span><br />

<span style="font-size: large;">Having money is like having gas to power your vehicle. It is like having enough gas to power all the vehicles we will ever have for a million years. So what do you need to use gas wisely. You need a driver [<i style="font-weight: bold;">skilled labor]</i>. You need a truck<i style="font-weight: bold;"> [productive capacity]. </i>You need a load <i style="font-weight: bold;">[resources]. </i>If you have a road to travel and a destination you can fill up the truck with gas and get moving. In the middle of a recession you have the all three available. That is the best time to use your the unlimited supply of gas. </span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">If on the other hand all the drivers, trucks, and loads are in use, then pumping more new gas will just spill on the ground and cause a fire [inflation]. A good thing to do then is stop pumping. Your problem is now training new drivers [education] and building more trucks [capitol investment] and building roads [infrastructure]. </span><br />

<span style="font-size: large;">This ain't Rocket Science Folks. It is no shortage of money ever. It is <b>POLITICAL, </b>pure and simple. I suggest you elect a new Congressman who understands Money.</span><br />

For many years, Idaho's primary system decided its partisan races at the end of May, including that of Presidential nominees. Usually, that made Idaho's 32 Republican delegates irrelevant because, by then, the nominee had already been decided for all practical purposes.<br />
This year, with changes to a caucus nominating process to be held in March, Idaho joins the madness of "Super Tuesday" and the flurry of candidates flying in and out of the state wooing voters. It is a spectacle that folks in the back country are not used to seeing.<br />
Unfortunately, it is also distracting citizens from state business. Idaho has a citizens legislature that meets during the winter months. The March 6th Presidential event comes in the middle of the session and competes for the attention that voters should be giving to consider important legislation.<br />
One such proposed legislation is Rep. Brian Cronin's (D - Boise) bill to study a state bank (HCR030). This bill proposes to form a commission to study the state bank of North Dakota and see if the idea would work here in Idaho.<br />
When I ran for the state senate in 2010, I made an Idaho State Bank the centerpiece of my campaign. I believe there is no more important legislation than this one for the future of Idaho.<br />
Regrettably, Republicans have not shown interest in this idea. In some respects, they have been hostile to it. During my campaign, I suffered attacks from my Republican colleagues for flirting with socialism. The general consensus was that state government should not be in the banking business. Ron Paul Republicans who have now come to dominate the Party in the state evidenced even greater hostility.<br />
In spite of the fact that the state Republican Platform calls for monetary reform and eliminating the Federal Reserve System, somehow, Ron Paul Republicans fail to see how an Idaho State Bank would be an important step toward that goal. Nature hates a vacuum and so does money and the notion that we can abolish the Federal Reserve and not end up with a <i>de facto </i>substitute is immensely naive. Government entities need places to put their tax receipts. As soon as they put them into a private bank, a new system will be created by default. Wouldn't the citizens of this state be better served if that bank was owned and controlled by the people rather than stockholders out to make a profit?<br />
Actually, many Ron Paul Republicans do support the state bank concept. I discovered that when I polled the members of the Campaign for Liberty in 2009. It is really a vocal minority within the party that uses scare tactics and name-calling to discredit the proposal. Unfortunately, that vocal minority has control of the party and there seems to be no hope in sight. It appears that no faction within the Republican Party will come to the aid of this bill.<br />
Now that the Idaho Bankers Association has begun organizing an opposition to this bill, it appears stalled in committee. Ron Paul Republicans are mesmerized by the election process; not a single discussion on state legislation has appeared on their Internet forum groups. I tried to bring this bill up for discussion and got token nods from a handful of old friends.<br />
In contrast, Idaho Democrats have embraced the state bank proposition and are pushing forward with it. Ironically, it was the liberal Democrats in Congress who included Ron Paul's "Audit the Fed" bill into their larger package of banking reform - and then passed it. It appears that Idaho Democrats would follow the same course were it not that there are so few of them. Democrats comprise a mere 15% of the legislature.<br />
The Republicans have complete control of the state and all they seem to be concerned about is contraception, evicting Occupy Boise and other inanities. I suppose if we want a state bank in Idaho, forward-thinking Republicans and Independents will have to switch to the Democrat Party and change the representation in the Legislature.<br />
That is what I am doing.<br />

That is the real reason that we have had a growing debt for most of the Nations history. As the Economy needs more money to function it is created by debt. Money = Debt. Taxes remove money that is not needed.</span></div>

Banks control Debt and they find it useful to expand rapidly and then contract rapidly in order to create opportunity to convert Monetary wealth accumulated through interest into real wealthy by foreclosing on Debt collateral. We need to remove Debt creation from Banks and place it in the hands of Government.</span><br />

Now Is the Time for an Economic Bill of Rights<br />

Henry Ford said, "It is well enough that the people of the nation do not understand our banking and monetary system, for if they did, I believe there would be a revolution before tomorrow morning."<br />
<br />
We are beginning to understand, and Occupy Wall Street looks like the beginning of the revolution.<br />
<br />
We are beginning to understand that our money is created, not by the government, but by banks. Many authorities have confirmed this, including the Federal Reserve itself. The only money the government creates today are coins, which compose less than one ten-thousandth of the money supply. Federal Reserve Notes, or dollar bills, are issued by Federal Reserve banks, all 12 of which are owned by the private banks in their district. Most of our money comes into circulation as bank loans, and it comes with an interest charge attached.<br />
<br />
According to Margrit Kennedy, a German researcher who has studied this issue extensively, interest now composes 40 percent of the cost of everything we buy. We don't see it on the sales slips, but interest is exacted at every stage of production. Suppliers need to take out loans to pay for labor and materials before they have a product to sell.<br />
<br />
For government projects, Kennedy found that the average cost of interest is 50 percent. If the government owned the banks, it could keep the interest and get these projects at half price. That means governments - state and federal - could double the number of projects they could afford, without costing the taxpayers a single penny more than we are paying now.<br />
<br />
This opens up exciting possibilities. Federal and state governments could fund all sorts of things we think we can't afford now, simply by owning their own banks. They could fund something Franklin D. Roosevelt and Martin Luther King dreamt of - an Economic Bill of Rights.<br />
<br />
A Vision for Tomorrow<br />
<br />
In his first inaugural address in 1933, Roosevelt criticized the sort of near-sighted Wall Street greed that precipitated the Great Depression. He said, "They only know the rules of a generation of self-seekers. They have no vision, and where there is no vision the people perish."<br />
<br />
Roosevelt's own vision reached its sharpest focus in 1944, when he called for a Second Bill of Rights. He said:<br />
<br />
This Republic had its beginning, and grew to its present strength, under the protection of certain inalienable political rights.... They were our rights to life and liberty.<br />
<br />
As our nation has grown in size and stature, however - as our industrial economy expanded - these political rights proved inadequate to assure us equality in the pursuit of happiness.<br />
<br />
He then enumerated the economic rights he thought needed to be added to the Bill of Rights. They included:<br />
<br />
The right to a job;<br />
<br />
The right to earn enough to pay for food and clothing;<br />
<br />
The right of businessmen to be free of unfair competition and domination by monopolies;<br />
<br />
The right to a decent home;<br />
<br />
The right to adequate medical care and the opportunity to enjoy good health;<br />
<br />
The right to adequate protection from the economic fears of old age, sickness, accident, and unemployment;<br />
<br />
The right to a good education.<br />

Times have changed since the first Bill of Rights was added to the Constitution in 1791. When the country was founded, people could stake out some land, build a house on it, farm it and be self-sufficient. The Great Depression saw people turned out of their homes and living in the streets - a phenomenon we are seeing again today. Few people now own their own homes. Even if you have signed a mortgage, you will be in debt peonage to the bank for 30 years or so before you can claim the home as your own.<br />

Health needs have changed, too. In 1791, foods were natural and nutrient rich, and outdoor exercise was built into the lifestyle. Degenerative diseases such as cancer and heart disease were rare. Today, health insurance for some people can cost as much as rent.<br />
<br />
Then there are college loans, which collectively now exceed a trillion dollars, more even than credit card debt. Students are coming out of universities not just without jobs, but carrying a debt of $20,000 or so on their backs. For medical students and other post-graduate students, it can be $100,000 or more. Again, that's as much as a mortgage, with no house to show for it. The justification for incurring these debts was supposed to be that the students would get better jobs when they graduated, but now jobs are scarce.<br />
<br />
After World War II, the GI Bill provided returning servicemen with free college tuition, as well as cheap home loans and business loans. It was called "the GI Bill of Rights." Studies have shown that the GI Bill paid for itself seven times over and is one of the most lucrative investments the government ever made.<br />
<br />
The government could do that again - without increasing taxes or the federal debt. It could do it by recovering the power to create money from Wall Street and the financial services industry, which now claim a whopping 40 percent of everything we buy.<br />
<br />
An Updated Constitution for a New Millennium<br />
<br />
Banks acquired the power to create money by default when Congress declined to claim it at the Constitutional Convention in 1787. The Constitution says only that "Congress shall have the power to coin money [and] regulate the power thereof." The founders left out not just paper money, but checkbook money, credit card money, money market funds, and other forms of exchange that make up the money supply today. All of them are created by private financial institutions, and they all come into the economy as loans with interest attached.<br />
<br />
Governments - state and federal - could bypass the interest tab by setting up their own publicly owned banks. Banking would become a public utility, a tool for promoting productivity and trade rather than for extracting wealth from the debtor class.<br />
<br />
Congress could go further: it could reclaim the power to issue money from the banks and fund its budget directly. It could do this, in fact, without changing any laws. Congress is empowered to "coin money," and the Constitution sets no limit on the face amount of the coins. Congress could issue a few one-trillion dollar coins, deposit them in an account and start writing checks. <br />
<br />
The Fed's own figures show that the money supply has shrunk by $3 trillion since 2008. That sum could be spent into the economy without inflating prices. Three trillion dollars could go a long way toward providing the jobs and social services necessary to fulfill an Economic Bill of Rights. Guaranteeing employment to anyone willing and able to work would increase gross domestic product, allowing the money supply to expand even further without inflating prices, since supply and demand would increase together.<br />

Modernizing the Bill of Rights<br />
<br />
As Bob Dylan said, "The times they are a-changin'." Revolutionary times call for revolutionary solutions and an updated social contract. Apple and Microsoft update their programs every year. We are trying to fit a highly complex, modern monetary scheme into a constitutional framework that is 200 years old.<br />
<br />
After President Roosevelt died in 1945, his vision for an Economic Bill of Rights was kept alive by Martin Luther King. "True compassion," King declared, "is more than flinging a coin to a beggar; it comes to see that an edifice which produces beggars needs restructuring."<br />
<br />
King, too, has now passed away, but his vision has been carried on by a variety of money reform groups. The government as "employer of last resort," guaranteeing a living wage to anyone who wants to work, is a basic platform of Modern Monetary Theory (MMT). An MMT web site declares that by "[e]nding the enormous unearned profits acquired by the means of the privatization of our sovereign currency ... [i]t is possible to have truly full employment without causing inflation."<br />
<br />
What was sufficient for a simple agrarian economy does not provide an adequate framework for freedom and democracy today. We need an Economic Bill of Rights, and we need to end the privatization of the national currency. Only when the privilege of creating the national money supply is returned to the people can we have a government that is truly of the people, by the people and for the people.<br />

Perhaps it is time to stop helping the poor. Perhaps it is time to help everyone. We need Social Security safety net to pay for food, shelter, and healthcare for both Homeless Joe and <br />
Big-rich Joe. We don't need a Bureaucracy for Begging .<br />

This isn't about deciding who is poor and who is rich. This is about deciding how to protect the essentials of life[food,shelter, and health care] for ever citizen of our Nation. This is about how to do it with efficiency and without excessive bureaucracy. This is about maximum Freedom of choice in every persons life choices without Government Big Brother Agency interference. <br />

With my total Social Security Network, we would save all the money we spend on food assistance, rent assistance and medicaid. We would save the money we spend on the Bureaucracy for Begging. The System would not require weeding. <br />
<br />
As for Money, there is no shortage. A simple extension of FICA from the current $107,000 maximum to all income would more than double the tax income. Adding an additional 3% to the contribution of employers would generate a huge amount. A 3% tax [tariffs] on imports of goods & service] is another possibility. Transaction tax on Banks or added value tax or a dozen other possibilities exist.<br />
<br />
If you give the benefit automatically, almost 90% of the population will receive a benefit greater than the tax they pay for it. No one would be able to say I don't want to be taxed for a bunch of free-loaders. Even the very Rich who would pay more than they receive will still get the exact same benefit.<br />
<br />
The whole system would just be a function of society . No one is means tested to ride on the Highway. The only difference is the size of your car. No one is means tested to have service from Police or Firemen. Only the value of what needs protecting is a variable. No one is means test to go to public School. Being rich just gives you more choice. And last but not least, by 2050 production of goods & service will be done by less than 40% of the available labor because of automation, technology, and robotics. The permanently unemployed will have to be sustained or Society will be unstable.
